When businesses need to raise money (called 'capital'), more laws come into play. A highly complex set of laws and regulations govern the offer and sale of investment securities (the means of raising money) in most Western countries. These regulations can require disclosure of a lot of specific financial and other information about the business and give buyers certain remedies. Because "securities" is a very broad term, most investment transactions will be potentially subject to these laws, unless a special exemption is available. Capital may be raised through private means, by public offer (IPO) on a stock exchange, or in many other ways. Major stock exchanges include the New York Stock Exchange and Nasdaq (USA), the London Stock Exchange (UK), the Tokyo Stock Exchange (Japan), and so on. Most countries with capital markets have at least one. Business that have gone "public" are subject to extremely detailed and complicated regulation about their internal governance (such as how executive officers' compensation is determined) and when and how information is disclosed to the public and their shareholders. In the United States, these regulations are primarily implemented and enforced by the United States Securities and Exchange Commission (SEC). Other Western nations have comparable regulatory bodies. As noted at the beginning, it is impossible to enumerate all of the types of laws and regulations that impact on business today. In fact, these laws have become so numerous and complex, that no business lawyer can learn them all, forcing increasing specialization among corporate attorneys. It is not unheard of for teams of 5 to 10 attorneys to be required to handle certain kinds of corporate transactions, due to the sprawling nature of modern regulation. Commercial law spans general corporate law, employment and labor law, healthcare law, securities law, M&A law (who specialize in acquisitions), tax law, ERISA law (ERISA in the United States governs employee benefit plans), food and drug regulatory law, intellectual property law (specializing in copyrights, patents, trademarks and such), telecommunications law, and more. In Thailand, for example, it is necessary to register a particular amount of capital for each employee, and pay a fee to the government for the amount of capital registered. There is no legal requirement to prove that this capital actually exists, the only requirement is to pay the fee. This is a typical example of a corrupt government using its power to create laws in order to steal money. Overall, processes like this are detrimental to the development and GDP of a country, but often exist in "feudal" developing countries.

Government Archives

The category of government archives includes those institutions run on a local and state level as well as those run by the national (federal) government. Anyone may use a government archive, and frequent users include reporters, genealogists, writers, historians, students, and anyone wanting more information on the history of their home or region. While it is a good idea to make an appointment before visiting government archives, at many government archives no appointment is required, as they are open to the public.[12] In the United States, NARA archives exist not only in the District of Columbia, but regionally as well.[13] Some city or local governments may have repositories, but their organization and accessibility varies widely.[14] State or Province archives typically require at least a bachelor's degree in history for employment, although some ask for certification by test (government or association) as well. In France, the Directorate of the Archives of France (Direction des Archives de France) in the Ministry of Culture manages the National Archives (Archives nationales) which possess 364 km. (226 miles) of archives as of 2004 (the total length of occupied shelves put next to each other), with original records going as far back as A.D. 625, as well as the departmental archives (archives départementales), located in the préfectures of each of the 100 départements of France, which possess 1,901 km. (1,181 miles) of archives (as of 2004), and also the local city archives, about 600 in total, which possess 449 km. (279 miles) of archives (as of 2004).[15] Put together, the total volume of archives under the supervision of the Directorate of the Archives of France is the largest in the world, a testimony to the very ancient nature of the French state which has been in existence for more than eleven centuries already.

Archive Users and Institutions

Historians, genealogists, lawyers, demographers, and others conduct research at archives. [4] The research process at each archive is unique, and depends upon the institution in which the archive is housed. While there are many different kinds of archives, the most recent census of archivists in the United States identified five major types: academic, for profit (business), government, non profit, and other. Archives existing in colleges, universities, or other educational facilities are usually grouped as academic archives. Academic archives typically exist within a library, and duties may be carried out by an archivist or a librarian. Occasionally, history professors may run a smaller academic archive.[6] Academic archives exist to celebrate and preserve the history of their school and academic community.[7] The inventory of an academic archive may contain items such as papers of former professors and presidents, memorabilia related to school organizations and activities, and items the academic library wishes to remain in a closed-stack setting, such as rare books or thesis copies. It is always a good idea to contact an academic archive before visiting, as the majority of these institutions are available by appointment only. Users of academic archives are often graduate students and those wishing to view rare or historical documents for research purposes. Many academic archives work closely with alumni relations to help raise funds for their library or school.[8] Because of their library setting, a degree from certified by the American Library Association is preferred for employment in an academic archive

Home-based education

Families who seek alternatives based on educational, philosophical, or religious reasons, or if there appears to be no nearby educational alternative can decide to have home-based education. Some call themselves unschoolers, for they follow an approach based on interest, rather than a set curriculum. Others enroll in umbrella schools which provide a curriculum to follow. Many choose this alternative for religious-based reasons, but practitioners of home-based education are of all backgrounds and philosophies There are also some interesting grey areas. For instance, home-educators have combined to create resource centers where they meet as often as five or more days a week, but their members all consider themselves home-educated. In some states publicly run school districts have set up programs for homeschoolers whereby they are considered enrolled, and have access to school resources and facilities. Also, many traditional schools have incorporated methods originally found only in alternative education into their general approach, so the line between alternative and mainstream education is continually becoming more blurred. The Toronto District School Board has adopted alternative programs into their school system. Sometimes these take the form of entire schools, like Mountview Alternative School which shares space with the much larger Keele Elementary School in Toronto's High Park-Junction, and sometime they are programs within schools, like the Triangle Program, Canada's only high school program designed especially for gay, lesbian, bisexual and transgender students. Then there are also schools like Divine Class, a holistic non-school that guides and certifies average people (aged 18+) how to read people, situations, and events through "alternative" methods such as Tarot reading, psychic ability, and esoteric systems. Sands School is an alternative school in the UK. It has only 65 students, with a high ratio of teachers. The students learn at their own pace in a supportive environment. The school is run democratically, with the students having as much say in how the school is run as the staff. Decisions are made by voting in a weekly school meeting, where matters ranging from what colour the new carpets should be, to the employment of new staff. The school offers a full range of subjects, and attendance to lessons is negotiated, not compulsory. The school also educates students on a larger range than most schools, and gives students choice in what they can learn. Their interests form a large part of what is offered in the curriculum.

Payroll

A paycheck is traditionally a paper document issued by an employer to pay an employee for services rendered. While most commonly used in the United States, recently the physical paycheck has been increasingly replaced by electronic direct deposit. In most countries with a developed wire transfer system, e.g. in Europe, using a physical cheque for paying wages and salaries has been uncommon for the past several decades. However, vocabulary referring to the figurative "paycheck" does exist in some languages, e.g. German (Gehaltsscheck), partially due to the influence of US popular media but this commonly refers to a payslip or stub rather than an actual check. A pay stub, paystub, payslip, pay advice, or sometimes paycheck stub, is a document that an employee receives either as a notice that the direct deposit transaction has gone through, or as part of their paycheck. It will typically detail the gross income and all taxes and any other deductions such as retirement plan contributions, insurances, garnishments, or charitable contributions taken out of the gross amount to arrive at the final net amount of the pay, also including the year to date totals in some circumstances. A payroll card is a card that allows an employee to access their paycheck by using a card that looks like a bank debit card. A payroll card can be more convenient than using a check casher, because it can be used at participating automatic teller machines to withdraw cash, or in retail environments to make purchases. Some payroll cards also are cheaper than Payday loans available from retail check cashing stores, but others are not. Most payroll cards will charge a fee if used at an ATM more than once per pay period. The payroll card account usually is held as a single account in the employer's name. That account holds the payroll funds for all employees using the payroll card system. Some payroll card programs establish a separate account for each employee, but others do not.

Methods of care

Early editions of the American Psychiatric Association's Diagnostic and Statistical Manual of Mental Disorders (DSM) described addiction as a physical dependency to a substance that resulted in withdrawal symptoms in its absence. Recent editions, including DSM-IV, have moved toward a diagnostic instrument that classifies such conditions as dependency, rather than addiction. The American Society of Addiction Medicine recommends treatment for people with chemical dependency based on patient placement criteria (currently listed in PPC-2), which attempt to match levels of care according to clinical assessments in six areas, including:

  • Acute intoxication and/or withdrawal potential
  • Biomedical conditions or complications
  • Emotional/behavioral conditions or complications
  • Treatment acceptance/resistance
  • Relapse potential
  • Recovery environment
Some medical systems, including those of at least 15 states of the United States, refer to an Addiction Severity Index to assess the severity of problems related to substance use. The index assesses problems in six areas: medical, employment/support, alcohol and other drug use, legal, family/social, and psychiatric. While addiction or dependency is related to seemingly uncontrollable urges, and arguably could have roots in genetic predispositions, treatment of dependency is conducted by a wide range of medical and allied professionals, including Addiction Medicine specialists, psychiatrists, and appropriately trained nurses, social workers, and counselors. Early treatment of acute withdrawal often includes medical detoxification, which can include doses of anxiolytics or narcotics to reduce symptoms of withdrawal. An experimental drug, ibogaine, is also proposed to treat withdrawal and craving. Alternatives to medical detoxification include acupuncture detoxification. In chronic opiate addiction, a surrogate drug such as methadone is sometimes offered as a form of opiate replacement therapy. But treatment approaches universal focus on the individual's ultimate choice to pursue an alternate course of action. Therapists often classify patients with chemical dependencies as either interested or not interested in changing. Treatments usually involve planning for specific ways to avoid the addictive stimulus, and therapeutic interventions intended to help a client learn healthier ways to find satisfaction. Clinical leaders in recent years have attempted to tailor intervention approaches to specific influences that effect addictive behavior, using therapeutic interviews in an effort to discover factors that led a person to embrace unhealthy, addictive sources of pleasure or relief from pain.
